We have no paid staff at the Thin Blue Line Foundation.  Everyone volunteers their time to support the Law Enforcement community.

Scott Miller-President/Founder/Police Chaplain

Scott founded the Thin Blue Line Foundation in 2016 while serving as a Police Chaplain with the Portland Police Bureau, in Portland, Oregon. His professional career includes 30-years working for Johnson & Johnson MedTech in sales & sales management within the medical device industry. Scott and his wife reside in the Pacific Northwest where Scott serves as a Chaplain for the local Sheriff Office.

David Miller-Treasurer/Director

David has spent over 30 years working in the Healthcare Industry and is passionate about servant leadership.  For more than 30 years, David has worked for Johnson & Johnson in various roles ranging from Managed Care to Biotechnology.   He currently works in the Medical Device Sector as a Division Sales Manager at Ethicon, Inc. and recently received his degree in Executive Coaching from the University of Texas.  David is also a Reserve Officer with the Spokane Police Department.  David and his wife reside in Spokane, Washington.

Jeff Clare-Secretary/Director

Jeff Clare has spent over 35 years working in the Child Welfare System throughout the Pacific Northwest.  He helps serve abused and neglected children in the foster care system by overseeing a foster care agency dedicated to recruiting, training and supervising licensed foster families.   He is currently the Program Director for Olive Crest in Tacoma, Washington overseeing both their South Sound office (Tacoma) and West Sound office (Silverdale).  Jeff and his wife reside in Tacoma, Washington.

Scott PicKell-Director

Scott has served on the corporate staff of Chick-fil-A for over 25 years.  During his tenure, he has supported restaurant franchisees in a variety of roles within marketing and field operations.  He currently consults on leadership, growth, and restaurant operations.  Scott and his wife reside in Atlanta, Georgia.

Steve Roth-Director, Corporate Partnerships

Steve Roth has had an extensive business career that spans over 35 years, with the majority of his roles in the medical device and consumer products fields.  Steve and his wife reside in Portland, Oregon.

Derek Wolfe-IT Advisor

Derek Wolfe is the president of M28, a software company that brings together experts in business, computer technology, digital strategy, data science, and design to tackle initiatives requiring subject matter expertise across languages, technologies and cultures.  Derek and his wife reside in Portland, Oregon with their two sons.

Bret Smith-Law Enforcement Adviser

Bret Smith is the retired Chief of Police for the City of Canby, in Canby, Oregon. Bret served for 40 years in law enforcement.
